Lots and lots of practice. Even if you have a lower voice (I'm a bass singer) its possible to put some power on those notes. I actually can technically do it, it just doesn't sound as good as Tedder doing it.

Vibrato comes from modulating your voice between notes. Being able to slide between the notes (up and back down) is essentially what you’re doing. Vibrato is a speed and control at speed factor - do it fast and with control so you’re not all over the map. There are good vids on KZbin to instruct you. The high range is a function of, in this case, working in falsetto, but vibrato can be done also in head, chest and mixed ranges. It’s the control of the vocal chords that creates the vibrato.

I have to sing that song for three times to achieve those high notes. But, I go deeper than he does with "same" (just for fun😁), so it's a bit tricky when I have to take a breath for the chorus (I deflate like a baloon 😁).
