Twin buildings and one of them was haunted cause whoever went up the stairs their body didn't come back just their clothes( yeah too dumb to believe) but they stopped constructing d building. This was probably 20 yrs back but now people have occupied the flats.

About Debo's story, through capillary action, water can rise to the walls, starting from the foundation. And probably started accumulating there as it must have found slight cracks there. That's why we use Damp Proof Courses at the bottom of all walls so even if water does manage to rise up, the DPC prevents it from reaching the wall. Either the civil engineers did a bad job (I've never met a civil engineer who can't figure out how something like this works, it's pretty basic stuff that they teach you in the first few semesters) or it's made up.
