Does this have a plastic washer underneath the draining plate between the drain arm and drain plate?

Any idea how to remove the spout? I just got this and I’d like to turn it in a different direction, but I can’t get the spout out to reposition it, and I don’t want to break it

Just bough a silicone dish mat. Itll cover my entire counter. Then i just rinse it to clean. Thats a very nice rack for $40. Mines $20!!!
