Josh also had a much better argument back to Donna on the surplus. No one can predict exactly what kind of emergencies might come up in the future. Just because we collected more tax revenue than needed doesn’t mean that we won’t need the money later. If an emergency comes up and we only have as much money as we planned to spend, wed be fucked. It’s not always a bad thing to run either a surplus or a deficit
