Yes. It’s often called a power dribble or a two-hand power dribble by coaches.

You can start your dribble with 2 hands as long as you don’t do it again in the middle of dribbling you’re good, this is a power dribble it may look funny because she’s using 2 hands to start the dribble and to end it but It’s perfectly legal because she only dribbled once.
