A question : has this music been composed for this exact group of instruments or is it a transcription?

It would have been written for voices. The genre of the piece is a "villancico", a Spanish term for a vocal piece with short stanzas and a refrain. Vasquez was a priest as well as a composer. The title means "The rose comes out from the rose bush".
