In FL the Sheriff’s Department of each county is over top of every municipal police department. Each Chief of Police is sworn by that Sheriff, and then swears in their officers. Warrants / Capias’ are also the responsibility of the Sheriff. Deputies have full authority anywhere in their county, unincorporated, county, city, and highway. This Sheriff, like many FL ones are full of themselves.

The Sheriff has countywide jurisdiction. Any city or other municipality falling within the county is still the jurisdiction of the Sheriff. It is the same concept State Police use to involve themselves in any police action within the state. The only exceptions would be federal property or tribal lands within the county.

In Canada, David Menzies, got arrested by RCMP plainclothes security services for doing the very same thing when questioning Finance Minister Chrystia Freeland , because the cop claimed he wasn't a real reporter and that he assaulted the cop when the cop walked in front of him, when in reality, the cop assaulted Menzies. Im I'm FL and can tell you about the records requests. When you submit a records request online it's a auto response that assigns a request number. This is what they do when there is a record they don't want you to have. The clerk's office sets a timeline of 10 business days to give a response. What they do is wait until the last day and say "no such record exists" and this is for records you could have seen them make in front of you (phone calls and text messages during public meetings) when their meeting rules are to not use phones during their meetings. Or charge for every message astronomical prices. So each message they send when they shouldn't costs you more to get the record of. Plus they have other tactics. Want the lobby camera surveillance video that captures the city commissioners giving high fives and hugs to a lobbyist who they are going to conduct a vote on his matter after the recess. Can't get that they claim it is exempt because "it reveals the existence of a security system" although the cameras are in plain sight.
