I work for a county government and one of my main responsibilities is to get landowners signed up to receive an annual tax credit, giving them their tax dollars back to them! While I largely agree with you, I also think that the taxpayers kinda need it to come out of the public funds also. Thes towns usually have extremely low voter turnout for elections. All the elected officials including the judges are usually decided by very low vote counts. Sometimes the entire turnout is only a few hundred, or a few thousand if it's a bit larger town. So, maybe after a few lawsuits taken out of the city/town budget they will start getting involved in the process and get off their asses and show up to vote.
