It sounds like a high voltage disconnector/isolator switching at a power station. There are videos on KZbin showing the switch producing an electric discharge and you can hear the exact same sound. That could potentially explain the street lights flickering in the video (but I'm not an expert though). Additionally, temperature inversions affect sound and they can amplify distant noises. I think this is what's happening in the video.

Here’s the question you must start with: Who or what defines what is good and what is bad? Scripture tells us all things that are good come from God. (James 1:17) And we know he has all authority and made all things. (Colossians 1:16) So, God is the perfect example of what is good and who also dictates what is holy and what is unrighteous. The Bible says all mans intentions stem from evil and “no one is righteous, no, not one.” - Romans 3:10 We are all corrupted by sin because we are born into sin. And if God is without sin, then that means he simply cannot sin, and it is impossible for him to sin. The Bible says God is perfect and holy. (2 Samuel 22:30) We can’t have a relationship with God because of our sin. (Isaiah 59:2) So that’s why Jesus had to die. When Jesus was sent down to earth to do the will of his Father, he told the people “Everyone who sins is a slave to sin.” (John 8:34) But… We all sin? So that means we are all slaves, and alienated from God. And that means we are on death row, because God is a just judge. He tells us sin is so serious to him that we deserve the death penalty because of it. But that’s where the good news comes in. Jesus died and rose from the grave to pay our debt and take on the punishment we deserve. There isn’t ANYTHING “good” you can do, or I can do to earn our way into heaven. It’s only through believing and trusting in Jesus’ death and resurrection that we can be saved. That’s why he died for us and said “it is finished” right before he died. We will be judged according to all of our sinful actions, but we will not go to hell for it, because of our faith and trust in Jesus. There’s absolutely nothing in scripture that tells us we will go to hell before going to heaven. And it doesn’t make sense, both are eternal. You can’t go somewhere that is eternal temporarily unless you are God. And that’s what Jesus did. When he went to Hades, he wasn’t going because he sinned, because he knew no sin.
