This isnt a Ouija board but for practical reaaons is the same. Instead of just general dead people, they are summoning a fox spirit named Kokkuri-san. The spirit is generally pretty benevolent but can spirit people away if they don't appease it. Edit: Fox, Tengu, or Tanuki.

Death Note is "Shinigami" or death gods, the dogs are "Shikigami" which can roughly translate as familiar spirit, the kanji's meaning is more something like "ceremonial deities" as in a god you summon and bind through a ritual. It is a classic form of servant in some Japanese esoteric traditions such as Onmyodo.
