I feel like it's the same DLC limitation of why they couldn't/can't make new Palutena guidances for new fighters in Super Smash Bros. 4 and Ultimate. Time and budget is also a factor. Though glad he wasn't in the base game cause they could've messed up his character in story mode or do nothing interesting with him. Imagine if he was brought back by the villains to help them and made Komugi a hostage so he begrudgingly helps them so he can save her.

tbh I was hoping for any hunter character except meruem. What makes the show interesting is that each character can transform their nen into a unique ability that suits them and their personality. Meruem doesn't have that he just uses brute force; He's basically just another dragon ball character. They should have added chrollo, netero, kite, or morel IMO

Actually, Meruem's Hatsu functions like that of DB's Cell and thus puts him in the same Nen category as Chrollo and Emperor Time Kurapika, Specialization hence he was able to grow wings (from that blond Royal Guard) and use that powerful blast (from the red guy Royal Guard). Aside from gaining other's Hatsu's, his Nen also gets stronger for each Nen capable being he consumes.

I was worried how they would handle Meruem solo, since I feel his moveset would be better when added the other Royal Guards as a part of it and well, guarding him. Maybe more for a 2D or FighterZ esque HxH game that gimmick could work. Though I do like that tail stab attack, and how he uses his En to do get behind the opponent to knock them out like he did to Knuckle and Melereon. Also using Youpi's Rage Blast and wings. And I like how he takes a bite out of the opponent and gives benefits from it befitting his main ability to get stronger from those he consumes.
