Nope ghost face is far more mobile, michael is more that creepy guy sitting in the corner staring at you while your doing a generator, seeing him, and slowly walking away, with ghost face, you be doing a gen and he'd be peeking around the corner of a house or something one moment and next to you in another, heck he could literally be anywhere and you'd have issues seeing him due to the dark clothing.
