You are correct, it's called Doctor Patient Privacy. It's ALL FAKE information. Jungkook may have gone to the hospital for his first session dealing with PTSD (not even sure if this is true), but whatever happened or whatever was discussed is between him and the doctor. No else has access to this information. It's absurd for the blogger to even think that anyone will believe what is being said here. Take heed, over the past few months there are suddenly a number of new bloggers publishing videos hand over fist that carry so many lies and made up nonsense, its quite nauseating to read.
