Maddy Cichon It's called GXSCC. Download a .midi of the song you want to chiptunize, drag the file into the GXSCC window, and it should begin playing instantly. There's some simple features to fool around with, (square pads, triange pads, NES set, etc.) but it's all really easy to understand.
