If "We screwed up" means a citizen was violated in anyway, charges against the officer or officers should be mandantory. If I was responsible for a situtation where someone was needlessly injured these same cops would be looking to take me into custody. The police must come to believe the same will happen to them, but they currently rely on qualified immunity, which in the purest since is illegal. No-one is above the law! and just like lawyers should be held to the highest standards. Qualified immunity should be the exception, not the normal.
