Farve said he would pay the other half of the volleyball court. So he gave his half to the non-profit, and then the state sent their half. The illegal part is that the state stole it from a federal fund. Farve broke no laws because he doesn't work for the government. Once it came out that the government stole from the TANF fund, Farve gave it back.

Yes....he is at bad guy. That money used to build was diverted from state money designated for lower income families in need. He knew that money wasn't being used properly because of text messages he made asking if there was any way the public would find out about it (paraphrasing for brevity). Not to mention him inquiring the use of prison population (illegally) to do most of the labor for pretty much free. And this because his daughter was going there, not for any sense of altruism. A multimillionaire that's ok with cheating the system to "use" funds set aside for those less fortunate, instead of financing himself, gets caught, lies about it, and wiggles out of any accountability that a regular person more than likely would not have the same fortune is............. A bad guy, an a-hole, and should be doing jail time for a massive fraud or at least theft of taxpayer money for nothing more than being too cheap to use his own money.
