That said, I don't know the expectations and concerns regarding privacy for the emplyees of environmental department. I guess someone might want to know who to bribe? Every single item that requires public funds i.e. taxes to pay for it should be listed with exact amounts. Every member of staff, their salaries and so on should be publicly available information. Every expense, office supplies, transport, cleaners ect. should be itemised for the public to see. I think if the public were to learn how much money is wasted, they would be very upset.
