Secondly it states DUI as an exception to this so it would end in court and the trespassing pard was misrepresented as well, it only states vacant homes and entering without breaking something, so unlocked garden sheds or things like that. Not like crowbaring into your lived in house and stay there... And thirdly, it is only for prosecutors, not police. If you call police on someone sleeping in your vacant property they will arrest him... Read the trascript, I mean memo.
