No, they are reportedly enforcing it based on phone numbers. So any account associated with a phone number starting with a +1 prefix and an American area code would no longer be able to access their account. There’s more to it, but that’s the point at which a VPN would not apply.

The ban involves the phone app. Google, Apple, and other app store providers in the US will no longer be allowed to offer the application to users in the United States. This effectively kills the app as it can no longer be updated, and if you get a new phone you won't be able to get the app on it. US hosting providers won't be able to host TikTok's servers as well. A VPN isn't going to help here.
