This wasn't the Justice League cartoon. It was just Hawkman. In 1967 there were Superman, Aquaman (with aqualad and "pet sidekicks"), Green Lantern (with Kyro), Atom, Flash (with kid Flash), Hawkman (with Skreel) Justice League (all the aforementioned adults) and Teen Titans (Wondergirl, Speedy, kid Flash & Aquaman) All had there own cartoons. Though only 3-6 of each were ever made.

I believe Vic Perrin voiced Hawkman; this particular villain, Kobara, was unmistakably voiced by the late, great Paul Frees.

Hawkman was a cop from thanagar & his job on earth was curator of midway city museum. Who ever wrote these stories didn't read the comics. They're idiots.

It was written by George Kashdan, who was a staff writer for DC Comics. Why Hawkman was made a scientist, I don’t know. Understandably, they couldn’t use Hawkgirl, so they gave him a bird for a sidekick. Maybe Kashdan saw an episode of Hanna-Barbera’s “Birdman”.

This cartoon first aired in 1967. Batman wasn't part of the show until the following year.

I'm 5 years late to reply, but these were made when the live Batman TV show was still on and its producer had exclusive rights to the characters of Batman and Robin. No other show live or animated could be produced at the same time. After the live show was cancelled, Filmation did make Batman cartoons.
