Regarding the animation cells, the blue pencil is the underlying rough drawing. Then they clean it up with regular pencils. In the old days they used to redraw onto the cells, but Disney came up with the brilliant idea of just xeroxing the clean pencil drawings onto the cell, saving heaps of production time. The blue pencil was too light to be picked up by the Xerox.
