We call those j-bolts in the oilfield world. We have them on the back of our end dumps to give it a tight seal when hauling liquids.

Chatter whit coutersunk lower the speed off the mill to 50-75 rpm.

If you ever get chatter, it's typically bc the spindle is spinning too fast, not 100% of the time but the majority of the time
