Osama bhai you've correctly described the reasons of increase in electricity prices. One of the major causes is the contract with IPPs. The incumbent govt must renew the contract with IPPs. There's no other option. Even the problems of line loses and power theft are solved, the electricity prices will increase b/s of the contract with IPPs.

capacity payment is money which govt have to pay without producing electricity because IPPs constructed power plants on the assurance of govt that they would be given 17% return profit on a fixed $ rate for more than 15 years to recover their invested money. Govt of Pakistan mismanaged the power sector by adding more electricity to the national grid than demand causing circular debt to increase to Rs. 2.4 trillion.

IPPs just invested 20 percent to construct power plant. 80 percent is taken as loan and people of pakistan have to pay interest on that loan as capacity payments.
