Wind with tide means that the tide flow is moving with the wind direction. For example, if you are fishing a southerly breeze, ideally you would want a tide current flow that is also southerly in direction so the boat sits nice as do your lines when cast out. If you have them against each other it can make the boat sway or not sit right, mucking up the position of your lines.

Mid tide refers to the mid point of the tide time before slack water.
