The three bolts under your deck towards the front most likely need to be tightened. In my state yes you do need a drivers license but it doesn’t need to be registered. However it isn’t really enforced at all

They need to be VERY VERY TIGHT. Also be sure your folding mechanism is set up correct

You need to be mechanically inclined slightly I would say to up keep this scooter. Riding how I do requires frequent brake fluid adjustments and often pad changes. However it saves my life so it’s worth it. Ride safe
