I feel like Paya could definitely count as being Impa's caretaker, and since she's the village chief in TotK it wouldn't be too far fetched to say she's training/ studying under Impa. I would argue that she, at the minimum, isn't a NEET

fun fact: people who are "unemployed" in the us have to be actively looking for a job within the past 4 weeks i think it is. While this does mean that it excludes those who are retired and children, it also means that if you just aren't looking for a job you won't be included, so unless paya and nanna are actively looking for a job in botw, they would not affect the unemployment rate. a 0% unemployment rate would make for a pretty boring video though...

Cleaning the chief's meeting hall, guarding the big glowing orb, and cleaning the guardian deity statues (the animation only shows her praying, but when you talk to her she says she comes out to polish them) are clearly labour performed in service of the village. Either she's being paid directly to do these things, or they're menial labour performed as part of an apprenticeship or internship. I definitely wouldn't count her as UNemployed.
