Kishimoto doesn't know what to do with a lot of his female characters unfortunately. Tsunade as one example, literally states in the OG naruto that she "can't die in battle" to Orochimaru like a badass, and then in shippuden we only see her using her chakra for summoning jutsu to heal everyone so they can show how strong Pain and others are while not killing everyone permanently. Lol
