I just realized that the First half of Heisei Riders were called "Masked Rider" on the cards

The Geats rider all pair with their sponsors expect for gazer and glare, which pair with each other, zero one pairs with den-o, cause steam hopper, revi pairs with vice, ooo pairs with double, saber pairs with kabuto, wizard pairs with kiva, fantasy, Decade pairs with zio, kuuga pairs with faiz, build pairs with fourzee, and gaim pairs with drive, which means the heisei and reiwa rider without a pair is blade and ryuki, and geats and gotchard obviously form a pair.

All of Legend Riders combo(based on wiki) Kuuga + Faiz Agito + Blade Hibiki + Ex-Aid Den-O + Zero-One Kiva + Wizard Decade + Zi-O W + OOO Fourze + Build Gaim + Drive Saber + Kabuto Revi + Vice Geats + Supporters the only one left are probably Ryuki + Ghost which is not leaked yet

I think maybe each pair of past riders how aren’t form the same series has a shared theme of sorts, like how decade and zio can use the power of other riders, and kiva and wizard are fantasy themed.

About the last one Ryuki + Ghost, I guess it's confirmed, we'll just find out soon. I'm also hoping to expand on the older ones like... Rider-1 + Rider-2 V3 + Black RX Riderman + Shin X + J Amazon + Skyrider Stronger + Super-1 ZX + ZO Black + Shadow Moon And perhaps a Kamen Rider + Super Sentai cards (Sentai 48 will be used, I guess)

As cool as these are, I do not think they’re going to be a part of the show if anything, they’ll just be part of the movie, and that will be the point where we are re-introduced to decade, but with his new driver and new card, which I think are the maxed out level 10 cards and if the legendary rider cards are in the show itself they would probably be put to use as his arsenal,

Not 100% sure it, it probably just makes some kind of generic sound. Cause even with the Main 100 it only has unique sounds for Vehicle Type cards.

Hard to say at this point. If you mean game play wise, their isn't really much a game to go with them it seems. If you mean show lore wise, they all could all be roughly equal. Or like higher level = stronger. I don't know if different rarities will factor in but maybe.
