From 4:27 to 4:42 the audio is lost. Do not know if happen only to me or someone else too. About cultural shocks. I lived 12 years in the UK, I learned to say sorry or excuse me, but hear people do not do that. Or chat in the lane in the supermarket, something that always felt strange in British supermarket. Here none does it. Another thing I learned in the UK, in a street crossing if I have right of way but there are many cars in the other line give way one or two cars and then advance hence everyone move. Here they look at me like "what is wrong with you". Norwegian are more like people in rural towns in Argentina. Just polite enough, just talkative enough. Keeping distance (Particularly physical). Also, there are a generational difference. Over 60 are less confident with their English skill and tend to stress more when they are not using Norsk. Younger tend to switch between language almost instantly. As someone with poor social skill like me, Norway feels like home. But is not for everyone.

I'm from Finland, which has a lot of cultural similarities to Norway. Because of the similarities in our often rocky history, I think we both have similar cultural beliefs of the self-sufficiency of others, and negating someone's agency is a huge no no.

Well, you are also only seeing a certain subset of USians. Even in the US, the culture is different from region to region, why would anyone assume that norway wouldn't have different cultural norms.
