Java Wither seems to be programmed so that it'll always stay out of melee range above it's target so I guess that overwrite the chain's effect. Not like it matters, there are still other ways to easily cheese it.

I just tried and apparently the chain doesn't render on entities made with geckolib. The chain is also part of the entity model, so it's affected by things like glowing.
