They are all trying to take down humans so more power is needed.Another reason to revive ULB is anger/hate towards the humans. If Papyrus is revived, he can let the humans kill him immediately because his belive. Although COTV can instantly absorbed the determination and wins.but if they revived ULB, they will have more powerful attack and if ULB can make to phase 3 and being controlled by gastee who certainly have a more effective use of determination, that would be the end for the human. COTV can solo his human to dead but the one they fighting now maybe not human anymore. so revived ULB was more "effective" and stronger than revived Papyrus

@@purple6528 def and hp didn't help that much since "human" can make 999999... damage and multiple hits in one turn (like how they kill ULB). if they revived papyrus, they may not able to use karma somehow (in COTV when papyrus appear, sans immediately leave kr aside and all type of papyrus revenge won't use kr since papyrus want a fair fight).Karma is more powerful when fighting against high lv "human"
