Most Pakistanis and many Kashmiris talk about referendum and UN resolution, but hardly anyone reads the UN resolution of 1948 to understand who was at fault. Here it is below UN resolution in 1948 was in 3 steps Step 1: Since Pakistan was the aggressor in sending tribal insurgents, it was asked that Pakistan remove all its regular and irregular forces from entirety of J&K (including Gilgit Baltistan) Step 2: After Pakistan has removed its forces, India to remove bulk of its forces. India was allowed to keep some forces as was necessary to maintain normal law & order Step 3: Hold plebiscite under UN supervision SInce Pakistan never fulfilled Step 1, so the entire blame is on Pakistan.

Incomplete informations, some misleading information, you didn't mention 4th October 1947 's revolutionary government of Sardar Muhammad Ibrahim khan, which is a total local "MUJHAIDEEN" fought war against dogra regime and its capital was Junjhallhehll Sodhnoti, that was pure local authorities, your information is wrong about 1st AZAD KASHMIR revolutionary government. Whenever the decision of kashmir will be, on the basis of the 4th October 1947 revolutionary government's basis. We fought an independence war against dogra regime independently we will fight again another WAR for whole kashmir India will never stop.
