We have go to stop this practice of protecting kids online. Only adults can enter into a contract. Therefore, no one under the age of 18 can actually engage with the internet without adult permission, e.g., permission from a parent: given a cell phone or access to the home network; an agency, i.e., school, library, state, etc., has to grant permission to use the network. So the idea of protecting children is just foolish and visual signaling.
