In fact you should take electrocute when your matchup won't let you tarde a lot. For example - Le blanc. You just can't use conqueror potential, beacause she can simply ran away, but electrocute will deal all its damage, so it's more likeable. Also imho electrocute is fine against champs like Irelia, Yone, Yasuo etc., because in long fight they will outtrade you just because of their mechanics and items, so dealing a lot of burst damage against them is good. Sorry if my eng is incorrect somewhere, i'm not fluent speaker.

Conqueror needs time to stack up. So it’s preferred on matchups that requires long, extended fights like bruisers or tanks. Electrocute is quick burst of damage which is preferred on squishies or ranged matchups.
