Ah my sweet summer child! The roads are well built here despite having somewhat same landscape like mustang is because it was and still is one of the main road that connects Kathmandu with east-west highway. The tunnel you saw is another alternative road under construction to give road connectivity to KTM. So naturally, it is well built. And also you got lucky and came about 2 years late cause the construction of the highway (specially Narayangadh-Mugling portion) was such a pain in the ass for travellers because of delayed construction and geological adversities.

I think you like to ride on the Terrain landscape in that case try the Tawang Circuit right up to the Bumla pass of Arunachal Pradesh The biggest State of North East yet least densely populated province. But to enter Foreigner requires a Protected Area Permit (PAP) which will cost around $50 US fee for Protected/Restricted Area Permits for all nationalities. Even domestic tourists (Indian) coming to Arunachal Pradesh has to obtain an Inner Line Permit (ILP) .
