They can place state's helmet rules board at exit point of all Railway stations, Airports & all bus terminus, so that tourist will come to know the state rules. Hope this will help... Anyhow, it will not be executed. Just my perspective..

Yes bro they fined me 3 times totally 1500 for crossing signal when its was green and changing to yellow but all local peoples are going even in red signal and again fined for parking the vehicle in corner of the road for 5 minutes
