So Ratchet & Clank used time portals to change time without the need of the Orvus Chamber. I find Dr. Nefarious so intriguing as a villain because well... he’s basically a bad one. And what I mean by that is his plans normally have a pretty pointless outcome. Ok he turns everyone into robots, then what? Oh ok he makes it so every villain wins, then what? It’s as if he enjoys being a villain in the moment rather than actually having a real goal in mind with his villainy. By the way “HELLO MR. PRESIDENT!” is one of my fav lines.

They even bring this point up in Rift Apart. Emperor Nefarious feels bored when he wins because he always wins. He has nothing to look forward to. Dr. Nefarious feels alive getting even close to winning because he knows he got closer than last time. He's practically in it for the thrill.
