Here “highly skilled” cannot be referred in convention manner as unskilled/skilled/highly skilled labour in modern economics. In Kautilya time, “highly skilled” has to be interpreted as present time processional like IAS, CEO, Miliary Commanders, Ministers and Tax Administers, Coffer treasurers, Doctors, Tutors, etc. Certainly, even today economics these “highly skilled” are high earners. The oldest text Kautilya Ardhasastra recommends same that for “highly skilled”, State (Kingdom) has provide high earning. This is valid even today in modern economics.
