What happens to performance if the valves are out of spec? Can it harm the engine or just run poorly?

Running an engine with the valves out of spec can harm the engine. Typically you will hear valve clearance that is to loose but not when they are to tight and the tight valves can damage the valve seat and the valve.

How many hours do you think a typical mechanic would want to bill for this?

I would guess around 3 hrs for the inspection and maybe an hr or two more if the cams need to come out. Then hope you get the good mechanic that actually does the job and not just say they did 🙂

How many miles do you have on it? The manual says to inspect at 7500 miles.
