Because it's uncertain what HE did.

He may have directed the animation of the episode but he didn't do the sequence per se. I once read that Yoshihiko Umakoshi may have done the animation for that fight but I could never confirm it.

It was a mistake because pikkon didn't know about the super Saiyan transformation until he fought Goku in the otherworld tournament so they changed his hair back to black.
