This is a funny hypothesis! There is a Bug Report on the EA Answers forum for The Sims 4 about infants being left all over the neighborhood when traveling off lot & returning home. "[OPEN] Infants spawning outside of home after loading back in." You can add a "Me Too" there to get attention on the issue.

Some advice so that you can speed the challenge up a bit more: You should really use the tent to get I think it’s their thinking skill up super fast and buy the toddler slide and just let them do that whole time and their movement skill will go up super quick You need to let the teens and children do school projects like even buy them some if they don’t get it from school. It will get their school performance up super quick which means they will get A’s much quicker. You need to get more play mats for the infants and you need to let them look at toys and then okay with toys constantly so they can at least get that milestones with Chelsea

KELSEY there is a script mod called “don’t wash dishes where you angry poop” that lets you turn off “wash dishes” on sinks. u can turn it off for ALL sinks and stop fighting them

I'm not sure if this would be considered cheating but I just saw something where if you have a cowplant and it is sticking out its tounge with cake and you make a sim (the same sim) eat it twice, they will die (you would probably want it to be a sim you don't care about though like a neighbor, which means you would have to add them to your household, bot sure if thats cheating-). Then have your sim milk the cowplant and you should get a drink called "the essence of life". When you drink this, it will reset the sims stage of age that they are on! Not sure if that made sense or if its considered cheating but it would definitely give you a lot of time in this challenge.

I haven't personally dealt with the infant teleportation thing, but that general issue (things being haywire when I return my sim to my household when I left everything fine) is why I hate doing activities that make me leave my home lot when I play Sims 4. I come home to Sims wasting money grilling food when there's excellent quality food already in the fridge, messing around on computers when they have skills to build, and other annoying things that makes me wish there was a setting or mod that could make Sims that aren't currently on the played lot freeze where you left them in regards to location, activity, and Needs until you return to the lot they're on/bring them to the active lot.
