That is a capo. No it does not harm the neck or fretboard, it’s what it made to do. That one looks like a Shubb - my favorite brand.

As the others said, it is called a capo. It is not going to cause any damage normally. If it is left on indefinitely it will speed the wear of the fret wire at the fret where the capo is situated by causing it to get deformed faster from constant pressure, but that deformation happens with playing as well. Basically, if as you play the guitar more and more, eventually the fret wire will start to have small indentations from the strings being pressed down over them. This happens on just about all guitars, and will eventually require the frets to be leveled and re-crowned. Eventually if the fret wire gets too worn out either through lack of maintenance or after a number of level and re-crowns, it will need to be replaced. As frets get worn, you may start to develop some buzzing as the frets that are lower than the ones after them will cause the string to skim the top of those frets after it when you pluck the string, instead of ringing clear. That is generally a sign that something isn't right, either the guitar may need to be adjusted due to change in season (i.e. temp and/or humidity), or changing string gauge, or it could be due to fret wear that I described above.
