That's a line protection signal. Those two yellow lights mean that the next main or protection signal is showing stop signal. If It's showing one green light and one yellow light, it means slow down to a maximum speed of 35 km/h before next signal. And if it shows two greens, which is the case when the train is approaching it in most situations, it means the next signal is showing proceed with the highest allowed speed.
