Dan did briefly train with Ryu & Ken so that move may legit be part of their martial art. They just opt not to use it. Also, if you pay attention to Dan's moveset you'll see some similarities with the Satsui no hado style of moves used by Akuma, Evil Ryu & Kage (I think) which could mean he tried to learn the forbidden side of the arts instead. It's noted that Dan was kicked out of the dojo after the master learned he was there to study to get revenge on Sagat for killing his dad so that could be why his moveset is different.
