It wouldn't work. The problem is, these bureaucrats never actually CUT spending, even when told to. They do CUT, but they cut from the amount of INCREASE in spending for the next year. They don't increase their budgets as much as they want to, but are still spending more than they did the previous year, and the year before that, and the year before that, and so on, and so on.
