Work to improve KRA reach to landlords to issue eTims and businesses, up to and including traders in markets in rural areas, alone is enough to keep Mbadi busy the whole financial year. Introduction of ETR machines and resultant revenue increase was Kibaki's stroke of success. Don't spread yourself too thin. In 3 years, targeting only two things with major impact and being successful is what he needs.
