Even HELB has a criteria to select more deserving students that is why on their forms there is some sort of criteria to show if your parents are alive, working etc. If they are not following it then the problem is the individuals working there.

And what if today you join first year and next year your parent loses there job? Or even dies are you still considered able to pay highly? Education should be equal to all people.
