Execution Sentence seems ify to me. If you are not fighting mobs that won't live longer than, say 12 seconds or so, it's pretty useless.

It really depends on what content you're doing. Generally you'll be fighting something that will live long enough, but you could always take Final Reckoning for weaker enemies. Like if you're doing Delves or open world stuff. Even then you'll probably come across enemies where Execution Sentence pulls ahead.
