Hi Kashif, Keratin treatment can be done on a hair that has dyed ash or blonde but there will be a discoloration in the colors since the keratin treatment will be repairing the damage in the hair. What do you mean by cutdown? Is it like cut the hair that has dyed and to the treatment? If so yes can do but the hair should at least have 5 inches length to do this treatment.
