What happens if you have skipped the consolidation part? Seems like it all just stays scary.

It stays scary if you sympathetic nervous system still believes it's at risk of the threat or danger that caused the trauma. The way to remedy this is to continually engage in a nuerocycle which is a process coined by Caroline Leigh in "Clearning up your mental mess" to change the brain. Practices such as EMDR can reduce the level of threat as well as any narrative that reinforces that you no longer need to feel threatened and are safe. One thing I did as a Christian is read Psalm 23 5 times a day. As well as walks in nature help.
